Initial 'buildglue' project code dump This brings the build tools used to integrate GWT's Gerrit and Jenkins instances under proper code review and version control. The main tool of interest is the 'presubmitter' command, which periodically polls Gerrit for new unverified changes and runs various presubmit checks on them.
