Re-adding a11y changes from r1977 and r1980 (these changes were previously rolled back in r1981).

Some additional changes were made to correct problems in the previous changeset:

-UIObject.ensureDebugId will clobber existing ids on elements. The doc has been updated to reflect this change.
-Updated UIObjectTest to reflect the change in behavior of ensureDebugId
-Leveraging John L's animation changes for a11y support in TabBar. To do this, I make a SimplePanel the child of the tab's decorator panel, where the SimplePanel's element is a focusable element. 
-Updated TabBarTest and TabPanelTest to reflect the structural changes to TabBar
