Hack JUnit integration to support broken DevMode plugins.

When the Developer Mode plugins were updated to support whitelisting
hosts/codeservers as a pair[1], they initially didn't correctly handle
when the colon in the gwt.codesvr parameter ended up percent-encoded
as %3A.  This was fixed about a year and a half later[2].

Since we don't proactively rebuild old plugin binaries, some (if not
many or even all) plugins built during this time window are still
affected by the bug.  RFC 3986 allows ":" to appear unencoded in the
query string, so simply unencoding any colons embedded in the URL is
the easiest fix.
